Village budget has less expense, revenue; utility hike proposed

When the Blissfield Village Council goes to approve the 2013-2014 budget next Monday it will show a smaller general fund revenue with less expense.

It will also have a proposed three percent hike in utility bills to cover rising utility costs. And there will be three percent raises for employees and board members.
